Learning and Development Project Manager

Cella by Randstad Digital is actively seeking two proactive, structured Learning & Development Project Managers on behalf of our premier financial services client located in the heart of Downtown Toronto.

In this role, you will lead the end-to-end planning and execution of mid-to-high complexity organizational learning and capability-building initiatives. Working within an energetic, highly collaborative group of roughly 20 professionals, you will be the driving operational force ensuring multi-modal learning programs are launched on schedule, within scope, and aligned with broader business objectives.

Responsibilities
End-to-End Project Execution: Direct the planning, scoping, timeline tracking, and deployment of medium-to-high complexity instructional design and learning initiatives across varied delivery formats (e.g., virtual and in-person instructor-led sessions, digital modules, webinars, and self-paced pathways).

Governance, Budget & Risk Control: Maintain rigorous governance across project lifecycles. Identify, track, and mitigate operational risks, remove blockers, and ensure deliverables remain strictly within agreed-upon budgets and milestones.

Cross-Functional Stakeholder Management: Establish cadence for routine status meetings, executive briefing notes, and progress reports. Serve as the central communication bridge connecting business sponsors, instructional design centers of excellence, and external vendors.

Vendor & Partner Integration: Facilitate partner selection, engagement, and onboarding when third-party learning technologies or vendor-built content are incorporated into curriculum roadmaps.

Change, Launch & Evaluation: Partner with internal communications and change management leads to construct operational readiness, release schedules, and post-launch maintenance plans.

Continuous Improvement: Facilitate post-implementation retrospectives, document lessons learned, and integrate agile and hybrid PM techniques to enhance process efficiency.t management community.

Qualifications
Professional Experience: 5+ years of dedicated project management experience, specifically leading learning and development, adult learning, or workforce training initiatives.

Industry Background: Demonstrated experience working within corporate banking, insurance, or broader financial services institutions.

Project Management Expertise: Deep operational grounding in standard project management frameworks, with hands-on practice applying Agile, Scrum, or hybrid methodologies.

Technical Proficiency: Advanced command of project scheduling and collaboration tools, particularly MS Project, MS Office Suite, MS Teams, and digital meeting platforms.

Instructional Familiarity: Practical grasp of adult learning mechanics, curriculum development lifecycles, and modern delivery channels. Exposure to Learning Management Systems (LMS/LXP) or e-learning authoring tools (e.g., Articulate 360, Storyline, Rise) is an asset.

Education & Credentials: Post-secondary degree or diploma in a relevant field. PMP, PMI-ACP, CSM, or related certifications are an asset.

Key Strengths: Acute attention to detail, exceptional written and verbal communication, skilled negotiation, and the adaptability to navigate shifting priorities with confidence.
